Atlantic Immigration Program

The Atlantic Immigration Program offers a streamlined pathway to permanent residence for skilled workers and international graduates who wish to settle in one of Canada’s Atlantic provinces—Nova Scotia, New Brunswick, Newfoundland and Labrador, or Prince Edward Island. To qualify under this program, applicants must meet the following core requirements:

1. Valid Job Offer

Applicants must secure a full-time, non-seasonal job offer from a designated employer in one of the Atlantic provinces.
The position must be:

  • TEER 0, 1, 2, 3 or select TEER 4 roles under the National Occupational Classification (NOC)

  • Endorsed by the province prior to application for permanent residence

2. Work Experience: Except for eligible international graduates, candidates must demonstrate

  • At least 1 year (1,560 hours) of paid work experience within the last 5 years

  • Experience must align with the NOC classification of the job offer

3. Language Proficiency

Applicants must meet minimum language levels:

  • CLB 5 for TEER 0, 1, 2, 3

  • CLB 4 for TEER 4

  • Approved tests include IELTS, CELPIP (General), and TEF/TCF for French.

4. Educational Requirements

  • A minimum of a Canadian high school diploma or an equivalent foreign credential, assessed via a valid Educational Credential Assessment (ECA)

  • International graduates who completed a recognized program in Atlantic Canada are exempt from work experience requirements and ECAs.

5. Proof of Settlement Funds

Applicants must show sufficient funds to support themselves and their family members upon arrival unless they are already working in Canada with a valid work permit.

6. Provincial Endorsement

Before applying for permanent residence, applicants must obtain an endorsement certificate from the province confirming:

  • The validity of the job offer

  • Availability of settlement supports

  • Employer designation status
