Simplified Summary of IRCC’s 2026–2028 Immigration Levels Plan

IRCC has released its new immigration plan for 2026–2028. The focus is on bringing immigration back to sustainable levels by reducing the number of temporary residents while keeping permanent resident admissions stable.

Canada plans to:

  • Lower temporary resident arrivals (international students + temporary workers) to
    385,000 in 2026 and 370,000 in 2027 and 2028, aiming to reduce the temporary population to below 5% of Canada’s total population by 2027.

  • Stabilize permanent resident admissions at 380,000 each year from 2026–2028.

  • Prioritize economic immigration, especially skilled workers and PNP applicants, to fill labour shortages and support economic growth.

  • Support family reunification, keeping family class admissions around 21–22% of total PR admissions.

  • Maintain strong humanitarian commitments, with about 13% of admissions for refugees and protected persons.

  • Increase Francophone immigration outside Quebec, targeting 10.5% by 2028.

The plan also includes two major one-time measures:

  1. Transitioning 115,000 protected persons already in Canada to permanent residence over two years.

  2. Transitioning up to 33,000 temporary workers to permanent residence in 2026–2027, focusing on those well-established in their communities.

Overall, the plan aims to balance economic needs, humanitarian obligations, and long-term population sustainability while providing clearer pathways for those already contributing to Canada.

Ontario’s Employer Job Offer Invitation Round October 9, 2025

The Ontario Immigrant Nominee Program (OINP) issued 1,590 targeted invitations on October 9, 2025, to candidates in Canada who may qualify under the Employer Job Offer: Foreign Worker, International Student, or In-Demand Skills streams. Invitations were directed at individuals working in priority healthcare occupations and in NOC 42202 – Early Childhood Educators and Assistants.

Since July 2, 2025, all job offer approvals for these streams must be submitted through the Employer Portal. Only candidates whose employers have submitted job offers through the portal and who have registered an Expression of Interest (EOI) were considered.

If selected, both the candidate and employer receive email notifications, after which the employer can submit the employment position approval application via the portal, and candidates can then submit their own applications.

Minimum EOI scores to receive an invitation:

  • Foreign Worker Stream: 38+

  • International Student Stream: 56+
    (Both streams required a job offer in eligible healthcare roles or NOC 42202.)

  • In-Demand Skills Stream: 31+ with a job offer in NOC 44101 – Home Support Workers and related occupations

The targeted NOCs included a wide range of physicians, nurses, allied health professionals, support workers, and early childhood educators.
